Quiescent damage is a rare and terrible form of energy damage, which is nearly the opposite of most energy damage in that it quiets and stills all things it touches. Quiescent damage dulls life, slows movement, stills wind, and reverts everything it touches to a duller, slower, more sluggish form of itself. Quiescent damage can be viewed as the ultimate expression of cold damage, except that it stills things directly, without a need for chill or frost, and is thus much more difficult to overcome.
