This rod is made of iron in the form of a fanciful cattail. The entire thing is engraved with aquatic motifs, abstract designs of flowing waves, eddies, and whirlpools worked into every surface. The rod is always cool and moist to the touch, and will occasionaly drip a drop of clear water.

Wielders of this rod can utter a command word as a standard action to cast a River Whip spell, using up one charge from the rod.

When the rod is activated, it gushes forth water which forms a coil of magically gelled liquid, functioning as a whip of any sort you wish (War Whip, Great Whip, Cavalry Whip, Slightwhip, etc.), of size small, medium, or large as you desire, except you make a melee Touch Attack instead of a regular attack. You are treated as having proficiency with the whip you choose for the duration of the spell. Once manifested, this whip persists until the end of the current encounter, the next encounter, or the end of a full nights rest (whichever occurs first). Anything you strike with the whip takes damage as if struck by a real whip you are wielding, including level scaling and the effects of any feats you may possess that affects the to-hit rolls or damage of a whip, or a light mace, athame, or sickle. In addition, if you wish it, targets you strike are doused with 1 gallon of water, once per round. If the target has the Burned condition, the condition ends if it can be removed by water. If used against an unattended, burning object, one square of the object's space is extinguished.

Note that it is possible to enchant a magic rod, including this one, as a magic weapon. If this rod is so enchanted, the enhancement bonus and any weapon properties apply to the base form of the rod, and to any whips it manifests. The maximum enchantment and/or weapon properties that can be applied to the whips manifested by the rod is equal to 1 plus the rod's creator level divided by 4, round down. (+1 at level 3, +2 at level 4-8, +3 at level 8-11, +4 at level 12-15, +5 at level 16-19, +6 at level 20-23, +7 at level 24-27, +8 at level 28-31, and +9 at level 32 or higher.) This rod does not allow the duplication of dweomermetal effects.

You can purchase this rod at a higher creator level than the minimum required to cast the spell. Doing so increases the potency of the spell as described above, but also increases the cost, as follows:
