- militia - no attack or defense, 2 hps. When they attack, they always hit, but suffer 1 damage themselves.
- add a system for monster stats that allows for roles to adjust the monsters
- likely adds hps, possibly adds attack, defense, and also (maybe) a special, in addition the unit's default special.
- example: tank may ignore the first point of damage taken each round
- siege weapons just use stats like normal units -- attack, defense, hps, special
- specials can be terrain alteration, aoe damage, indirect fire (fire over front lines), etc.
- settlements can upgrade troops and siege weapons, both in terms of unit type (e.g. cavalry, heavy infantry, etc.), as well as level (tied to experience tier of campaign/players, so max of 7 levels)
