Condition Severity: Strong
Effects
- The character is frozen in fear and can take no actions other than some free actions (such as making saving throws, speaking, etc.). A cowering character takes a -2 penalty to Armor Class and loses his Dexterity bonus (if any).
- This is a fear condition.
