It is possible for the GM to declare by fiat that the Campaign Level is different from the average character level. This can be used to adjust the game difficulty. Setting the Campaign Level to one or two lower than the Average Character Level means that all combats are VERY easy, but advancement will slow down a great deal, as the experience rewards will be proportionally very small. Setting the Campaign Level to one or two higher than the Average Character Level means that combats will be VERY difficult, but rewards will large and advancement will be quite rapid.
