A staggered condition is fear-based if it is caused by an effect using the Cowering or Frightened arrays (see Arrays below). A Staggered condition caused by a Confused status array, or by being at zero hit points, is not fear-based.

Staggered

Condition Severity: Moderate

A staggered creature may take a single move action or standard action each round (but not both, nor can he take full-round actions). A staggered creature can still take free, swift, and immediate actions. A creature with nonlethal damage exactly equal to its current hit points gains the staggered condition.

A staggered condition is fear-based unless it is caused by being at zero hit points.
