; Base Armor Class says: Note, however, that partisans cannot equip a shield without losing access to a lot of their class features. As a result, while a partisan can enhance their armor class with a shield (if they first spend a feat to become proficient with a shield), it is not recommended.
No class features are explicitly turned off by using a shield.  If they take the proficiency (and use a one-handed weapon, possibly by again taking a proficiency), they're fine, and if not, they're no worse than any other class using non-proficient gear (which is bad, sure, but not completely negating class features).
