The perfect rod of accessioning allows the wielder to add one additional target to any spell they can cast of any spell level, as long as the spell has a fixed number of targets greater than 1. This also includes any truedweomers the wielder can cast, as long as they meet the requirements.

The rod's ability can also be applied to any spell-like ability that the wielder possesses, assuming that ability meets the requirements described above.

Finally, the rod's ability can be applied to any scroll the wielder uses, as long as the spell being cast from the scroll meets the requirements described above.

This magic item does not require an attunement period, and grants its benefits immediately upon being worn or wielded.
