Adept's Wand of Silence

A wand of silence is made from the heart of a mallorn tree, the music of the wind passing through its leaves has been forever silenced, as the tree must be cut down entirely to retrieve this wood. Nearly bone-white in appearance, the wood is somewhat spongy, making it easy to grip. Those sensitive to the mood of the Green might feel a faint sense of loss and longing coming from this wand....
Wands of silence are favored by those wizards who rely on cunning and trickery to improve their own chances of survival, though they sometimes find their way into the hands of rogues who dabble in the arcane, as well.
An adept's wand of silence grants the wielder the ability to apply the effects of the Silent Spell (Feat) to any 1st through 3rd level spell, up to twice per encounter, without increasing the spell level of the spell. This wand may not be used more than once per round.
The wielder must already possess the Silent Spell (Feat) to use this wand. Without the feat, the wand is unusable.
This magic item does not require an attunement period, and grants its benefits immediately upon being worn or wielded.
