That's a tough one. I'm leaning to have all metamagics open to all casters, but I could see the other side, too.

Do we want to have things that give a naked bonus to initiative only, and not to Movement as a whole?  This complicates the character sheet, but does give us an extra knob to turn.  In any event, current bonuses to initiative would need to be brought in line with skill bonus limitations, and re-typed to fit within the possible bonuses for a skill.   For the record, I'm speaking ONLY about quicken, and epic quicken.  I'd be open to also allowing them for Clerics and Druids (basically full casters only), but the bard already gets Spellsong, which is arguably better than quicken, and the Paladin gets a ton of immediate spells. The ranger and alchemist... well, I could see how they'd want to improve their "casting" action economy, but I'm not sure quicken really makes sense for them, thematically. Maybe give them some other way to do that?

I'd say we want the ability to have init only boosts, yes.
