good question. I was making a first skim over the props to get at least SOMETHING in most of them, just swagging numbers, and I was wondering about this very thing.  i'd lean to circumstance as well. the only weapon properties that will give bonuses are the 'mild-mannered' ones like ghost touch, and I think that will give us a good knob to turn to balance out the various props.  that said, the scaling is pretty open, the biggest bonus I've put in so far is +5, and that's just a complete 'try it and see'. if you want to tinker and rescale, knock it out, i'm not married to any of this quite yet.  the big thing is, the 'flashy/noisy/impressive' props hit stealth HARD...which I kind of feel appropriate. :)
