Rod of Truth Unto Power

This rod is a humble stick of plain wood, with three iron chains of middling size attached to one end. The chains dangle and whip when the rod is moved, the sound of their passage freighted with menace.

Wielders of this rod can utter a command word as a standard action to cast a Severed Fate spell, using up one charge from the rod.

When the wielder pronounces the command word, a phrase like a savage and righteous denouncement, you curse the target, preventing it from drawing upon the powers of destiny. The target loses the use of one of its Action Points until the end of the encounter, or until the synergy is triggered (see below). There is no saving throw to resist this effect. This spell works against monsters with roles, such as a Threat or a Heavy, who have limited immunity to conditions. Even if the target creature has no action points, the charge is laid, allowing the synergy to be triggered.
Synergy: If the target creature is subject to any other effect which lays a charge, the caster of this spell may, as a free action, remove this magic and inflict damage according to the creator level of the rod as Holy (energy, rare) damage. When the magic is removed, the action point is restored. The creature may make a Will save, as described below, to reduce this damage by half.

This device lays a divine charge on its target(s). If the targets are something other than you or another creature (such as an object or area), the spell lays a divine charge on you, the caster. Targets which already have a divine charge present must choose which to keep if the new spell has the same charge type. Only one divine charge can ever be present on a target at a time.

You can purchase this rod at a higher creator level than the minimum required to cast the spell. Doing so increases the potency of the spell as described above, but also increases the cost, as follows:
